Elnura Kazakbaeva

A highly accomplished researcher and project manager based in Bishkek, Kyrgyzstan, with over 19 years of experience in social development, entrepreneurship, and working with marginalized groups, including women, youth, and individuals with disabilities.
Elnura’s expertise spans governance, value-chain development, agriculture, climate change, and conflict transformation, with a strong focus on gender equality and inclusive entrepreneurship. She has led more than 100 research projects, many of which have directly addressed gender, entrepreneurship, and youth empowerment, making her a recognized expert in these fields.
Elnura worked with ICE to support the EBRD’s “Investment Climate Assessment Considering Gender Factors” project. Through this project we analysed barriers to women’s economic participation and proposed policy recommendations to improve the investment climate for female entrepreneurs. Our contributions helped shape inclusive policies that support women-led businesses across Central Asia.
